This screenshot shows the start of an "ultimate" side quest. When all of the available 12 city side quests are complete, one of three ultimate side quests become available and the one chosen is based on how the cumulative results of the 12 city side quests are handled. Sometimes, as in this screenshot, parts of the world map are permanently altered by these ultimate side quests.
